Taking place biennially under the aegis of the International Association of Military Academies (IAMA), ISOMA is an eminent gathering of military academy delegates from around the world. Analyse, Decide, Act: Responding to Contemporary Security Challenges

Leadersphere is Royal Military College Saint-Jean’s flagship annual conference. It addresses challenges facing Canadian leadership in the international environment, bringing academic research and practitioner expertise to bear on contemporary international problems.

In 2022, Leadersphere is themed ‘Analyse, Decide, Act: Responding to Contemporary Security Challenges’, with each panel framed around a key point in the strategic decision-making process. The first ‘Analyse’ panel showcases academic expertise on contemporary security challenges: democratic decline; cybersecurity; sexual violence in armed conflict; climate change; and pandemic response. The second ‘Decide’ panel is a forum for women leaders to reflect on gender in security decision-making. The final ‘Act’ panel features practitioners, who will reflect on the same challenges as panel one through an operational lens.

To promote related research for developing the military and to encourage international exchange of cutting-edge knowledge and information, the Hwarangdae Research Institute at KMA holds the Hwarangdae International Symposium every year. On 9 March 2022, Dr. Ian Parenteau, the secretary of the IAMA visited the National Defence Academy of Latvia (NAA) in Riga. He met with the rector of NAA/ TRADOC commander Col. Oskars Kudlis, the vice-rector, Major Andris Rozītis; Dr. Tomz Rostoks, Director of the Center for Security and Strategic Research; and Ms. Zane Ribakova, International cooperation coordinator, to discuss future cooperation and the possibility of joining the IAMA. On 11 March 2022, he addressed a conference to the students and members of the personnel of NAA on the topic of “Disinformation, Political Polarization and the Role of Social Media Algorithms”.

On November 11, 2021, Dr. Ian Parenteau met with Brigadier General Irfete Spahiu, Kosovo Security Forces (KSF) Commandant of the Doctrine and Training Command (TRADOC), to discuss further cooperation between the Center for University Studies (CUS/DA), the IAMA, and its members and partners. Both parties agree to find further means of cooperation in line with all five of the association’s objectives.

On November 12, 2021, Dr. Ian Parenteau met with the Defense Minister of Kosovo, the honourable Armend Mehaj. During this meeting, they discussed possibilities of developing ties between the Center of University Studies (CUS) (the Military Academy of Kosovo; a member of IAMA) and the association. As part of this discussion, they agreed to explore the idea of organizing an international security conference in the coming months and in which members of IAMA, other military academies and interested partners could play a role. Present to this meeting was also Major Vegim Krelani, former commandant of the CUS who played a crucial role in the development of CUS.

An educated populace provides a public and private good for American society strengthening U.S. military and non-military elements of national security. For the purpose of this symposium, national security is the safekeeping and well-being of the nation as a whole. The U.S. military is a vital component of the national security apparatus, but other means of assuring security include economic, environmental, energy, political, and human security, among others. Higher education plays a crucial role in all aspects of national security.

This symposium will explore the nexus between U.S. higher education and America’s national security. The University of North Georgia’s Institute for Leadership and Strategic Studies, College of Education, and Strategic and Security Studies Program will partner with the Army War College, the Association of the United States Army, and the Army Strategist Association to host this symposium. Potential questions that may stimulate ideas and contribute to the discussion are:

• What is the current relationship between higher education and the military in the United States? What is the future of that relationship?
• What are the contemporary issues in U.S. higher education that impact national security?
• What U.S. higher education-related national policies or programs exist to enhance national security?
• What U.S. national security higher educational needs are not being addressed, or being inadequately addressed in the academe?
• What do other countries do to enhance the relationship between their higher education systems and their own national security interests?

Symposium format. The symposium will consist of a series of speakers and panels on 6 and 7 April 2022. Panelists will be selected competitively from those who submit abstracts for papers, and travel and lodging will be covered by the symposium. Paper submission guidelines are below.

ILSS Symposium 2022 Paper Submission Guidelines
U.S. and international scholars, graduate, and undergraduate students are invited to submit abstracts for papers on topics related to the theme. Please submit abstracts (500 words) and short bio (150 words) by February 1, 2022 to keith.antonia@ung.edu. Conference panelists will be selected from the submitted abstracts. Panelists will be notified of acceptance by March 1, 2022. Symposium participants may submit articles for possible inclusion in a peer-reviewed symposium monograph to be published by the University of North Georgia Press. The deadline for article submissions will be July 7, 2022.
